Changes to Roger Wilco Base Station

v0.27
applied fixes to networking code -- should fix bugs that caused
	channels to become "mute".
Switched Unix versions to use static linking, in an effort to
overcome issues with finding the proper shared library on different
	user machines.
Added a small web interface so web browsers can see channels and users
	on the base station.
v0.26
Made it so that the -p password parameter will protect named channels
not just the default channel. Also, the "channel member" representing
the Base Station is invisible by default in anticipation of upcoming
enhancements in the Roger Wilco client
v0.25b
used a different means of fixing the bug. Some users of Linux
reported issues. No Windows version exists for 0.25b
v0.25a
fixed bug in Linux and FreeBSD versions that may cause
crashes from time to time due to a broken pipe. No Windows version
	exists for 0.25a
v0.25
added multichannel capability with dynamic named channels
fixed bug in word order for UDP port (introduced in 24a)
v0.24a
changed default UDP port to 3783 to work around a bind() bug in Linux
builds for FreeBSD and NT will be made if they, too see this bind 98 bug
v0.24
ported to NT and Windows 9x
	compatible with RW Mk.I
v0.22b
made sure that output logging is flushed every few seconds
note: as of X.I, this doesn't seem to work :(
v0.22a
fixed a small bug and ported it to FreeBSD
v0.22
	initial release under Linux
